Hëlês-rêkidè Ratê (/ˈsɪdɘ/ /rɘˈkidè/ [wide; broad] [blade; razor]) is a subtropical Small City located in the Lëcêngthëvi Zone of the Engineer's Guild.
The name Hëlês-rêkidè Ratê is derived from the Goblin language, as Hëlês-rêkidè Ratê was founded by Zlkêmêv, who was culturaly Iron Elf.
Climate
Hëlês-rêkidè Ratê has a yearly average temperature of 27°C (80°F), with its average temperature during the summer being a warm 30°C (86°F) and its average temperature during the winter being a pleasant 25°C (77°F). Hëlês-rêkidè Ratê receives an average of 295 cm/y (116 in/y) of precipitation, most of which comes in the form of rain during the spring. Hëlês-rêkidè Ratê covers an area of nearly 11 km2 (4 mi2), and an average elevation of 2636 m (8648 ft) above sea level.
Overview
Hëlês-rêkidè Ratê was founded durring the early 16th century in winter of the year 1525, by Zlkêmêv. The establishment of the new community went well, with no major obsticles durring construction.
Hëlês-rêkidè Ratê was built using the conventions of Iron Elf durring the early 16th century. Naturaly, all settlmentss have their own look to them, and Hëlês-rêkidè Ratê is no diffrent. The city's buildings feature timber and earth construction, with most buildigns first floors resembling mounds of earth, with subsequent floors appearing as elaborate log cabins, with each building forming a tiered pyramid of sorts fromed from the stack of rectangular, peek roofed cabins. Most wooden bracing, support, and trim is carved with decorative knotwork, and the larger structures even feature painted trim which emphasises the knotwork.
Hëlês-rêkidè Ratê is buildings are speckled and packed arround broad paverstone streets with seemingly no patern to them. It appears as if the city's residents simply built streets as they pleased and squeazed buildings in wherever and howeave rpossible, creating an organic, frustrating to navigate, maze of a city. The city has a defencive wall made from querried stone. The wall is equipped with a full set of battlments but the nature of its construction methodology leaves it somewhat vulnerable to siege equipment. That said, the city is well defended against anything short of an army. Hëlês-rêkidè Ratê's cost-cutting-focused defences has sufferd soem light damage, reducing its function a little in some spots, but could almsot certainly preform as expected... Though some of the worse spots could lead to the loss of defenders lives if attackers identified the weaknesses ahead of time.
Right off the bat Hëlês-rêkidè Ratê hits you in the face with its success. Everyone, even the peasants, are dressed in well made clothing. Every tool and implement you can see is finely made, and people will boast to you as obvious strangers of the wonders which can be found in their markets. More interestingly is a total lack of beggars, and plenty of new buildings are going up even as you speak. Somehow this city has come into quite a lot of wealth, and recently from the looks of things. The city is very clearly a joyfull place as well as wealthy. Music can be heard often, as well as laughter. The smell of food and drink permiates the air. You can’t help but smile.

Hëlês-rêkidè Ratê has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Hëlês-rêkidè Ratê's public wards, blessings, and other arcane systems.
Hëlês-rêkidè Ratê possesses an older civil lighting system consisting of street lamps. These lights provide nighttime illumination to most city streets.
Hëlês-rêkidè Ratê has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Hëlês-rêkidè Ratê's natural decorations nor waterways.
Hëlês-rêkidè Ratê has a Guild of Roadworkers, who are responsible for maintaining the roadways and public paths within town. They also have the duty of enforcing all civil laws relating to the roadways.
Hëlês-rêkidè Ratê has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Hëlês-rêkidè Ratê has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.
Cultural Notes
Hëlês-rêkidè Ratê's garrison was built using a different architectural style from the rest of the town. The style used has a sleek, linear appearance with stylized, often geometric ornamentation. The primary facade of its buildings often featured a series of set backs that create a stepped outline. Low-relief decorative panels can be found at entrances, around windows, along roof edges or as string courses. It was best known for its use of smooth finish building materials such as stucco, concrete block, glazed brick or mosaic tile. Decorative details can incorporate various artistic or exotic motifs to suit the building's function or the architect's whim. Chevrons, zigzags, and other geometrical motifs are common forms of ornament.
Due to the actions of local Kami, spring is short in Hëlês-rêkidè Ratê.

Hëlês-rêkidè Ratê's citizens partake in a curious ritual relating to their local kami. It takes place in autumn and involves embarking on a group pilgrimage to channel Chronomancy energies of tier 1 via speaking in tongues.
